Notice to Students Concerning Tropical Cyclones and Rainstorm Warnings

I. Closure of Schools

If a tropical cyclone or heavy persistent rain should threaten Hong Kong while the school is not in session, the Director of Education may advise parents by radio and television channels whether or not to send their children to school. As far as possible, the announcement will be made before children set out for school. The announcement will be repeated at regular and frequent intervals.

(a) Announcement of suspension of classes BEFORE 6:15 a.m.:

School will be closed. No teachers are required to come back to school. But the closure of schools does not necessarily imply the postponement of public examinations scheduled on that day. Teachers assigned to related duties should watch out for separate announcements from the Education Department or Examinations Authority.

(b) Announcement of suspension of classes BETWEEN 6:15 a.m. AND 8:30 a.m.:

The minor staff living in the School Quarter(s) will open the main gate so that students may find shelter inside the school.

Two teachers of the EMERGENCY DUTY TEAM assigned by the principal will be at school to supervise students who have arrived at school until safe and adequate arrangements have been made for all of them to return home at an appropriate time. Their duties are:

(1) To return to school before 8:00 a.m. and stay there till 10:00 a.m. provided that all students have left school;

(2) To advise those students who have already arrived at school to stay there until the situation warrants a safe journey home;

(3) To arrange students to contact their parents through the phone;

(4) To answer any calls from parents;

(5) To listen to the radio concerning the weather and traffic conditions.

(c) Announcement of closure of school AFTER 8:30 a.m.:

(1) Students will be informed of the announcement.

(2) Teachers in classes are to remain with the students waiting for the direction of the principal. All other teachers should stay in the staff room to give assistance to the school management.

(3) If traffic conditions warrant, students will be dismissed class by class under the direction of the discipline board. Students should be advised to contact their parents to make arrangements, and their specific problems will be dealt with as far as possible.

(4) The clerical staff will listen to the radio for news concerning the weather and traffic conditions.

(5) Staff will be dismissed in due course.

II. Closure of Schools in Individual Districts

In exceptional circumstances, the Director of Education may announce the closure of schools in one or more districts. Students living in such districts should also not go to school even if their schools are located elsewhere.

III. Responsibilities of Schools

(a) In periods of heavy rain it can happen that, although the conditions are not such as to have caused the closure of all schools, some parents may decide not to send their children to school because of poor weather, road, slope, traffic or transport conditions in their locality. Please kindly note that alternative arrangements for internal tests and examinations will be made for the students who miss school for this reason. Students will not be penalised under such exceptional circumstances.

(b) When there is very heavy rain, parents can advise their children to wait at home until the rain stops. Students are not to be marked late on such occasions.

(c) In wet weather, students should bring their P.E. uniforms with them, in case they need to change into dry clothes on arrival at school.

IV. Re-schedule of Lessons and Examinations

(a) When the school is closed for one day due to the special announcement made by the Director of Education, the lessons on that day will be allowed to lapse. When students return to school on the following day, they should bring the textbooks for the actual day as scheduled in the School Calendar.

(b) In case school has to be cancelled for any day during an examination period due to a tropical cyclone or severe thunderstorm, the examination(s) scheduled on that day will be postponed to the day when school resumes while other examinations that followed will also be postponed accordingly.
